AP 100 - Division Three-Year Education Plan

Background

The Three-Year Education Plan indicates what the Division will be doing to meet its obligation of providing programs that enable the Division students to achieve the provincial student learning outcomes.

The Division is required by Alberta Education to prepare an education plan that aligns with the Alberta Education Three-Year Business Plan and focuses on student learning over a three-year period. Plans are updated annually so that, as one year is completed and another is added, the plan continues in a three-year time frame.


Definitions

  • Beliefs are statements that reflect the values of the Division and what it stands for.
  • A goal is a broad statement of desired conditions or aims to work toward over the long term in 
    order to realize an organization’s vision and to fulfill its responsibilities.
  • An issue is an existing or emerging condition which, if not addressed, could interfere with ability to achieve goals.
  • Mission is a clear, concise statement of the Division’s overall purpose and role.
  • Performance measures indicate what data will be collected to assess and report on achievement of results.
  • A priority area for improvement is an important outcome for education where performance does not meet expectations.
  • Profile is a brief description of the Division that overviews its characteristics.
  • Results are measurable outcomes to be achieved that answer the question, “What will this look like when we get to where we want to be?”
  • Strategies are actions to be taken in the short to medium term (1 to 5 years) designed to achieve goals and desired results.
  • A target is a desired level of performance to be attained by a certain time and can involve some increment of improvement over the current state.
  • A vision statement is an ideal to strive for, sometimes called a preferred future.

Background

  1. The Division shall keep current and implement a three-year education plan consistent with provincial requirements and local needs.
  2. When developing its Three-Year Education Plan the Division is expected to
    2.1. Build on the provincial vision and mission for education;
    2.2. Adapt the provincially required goals and results to reflect the unique characteristics and circumstances of the Division;
    2.3. Reflect the Alberta Children’s Initiative;
    2.4. Include other goals, results, performance measures, and strategies that reflect the Division’s local needs and circumstances;
    2.5. Set Division targets for student achievement on achievement tests and diploma examinations. Additional targets may be set.
    2.6. Consult with parents, staff, school council, and community and business representatives in the development of the three-year education plan.
  3. When updating the Three-Year Education Plan, the Division will consider
    3.1. The information in its results report and in the provincial three-year plan and annual results report;
    3.2. The feedback received from Alberta Education;
    3.3. The concerns and suggestions from school councils, parents and the public,
    3.4. The allocation of resources to achieve results outlined in the plan when developing its budget; and
    3.5. Priorities of the leadership team of the Division (Board and senior administrative staff).
  4. The elements of the three-year education plan typically include 
    4.1. Vision
    4.2. Mission
    4.3. Beliefs
    4.4. Profile
    4.5. Issues and trends
    4.6. Priority areas for improvement
    4.7. Goals
    4.8. Results for each goal
    4.9. Performance measures for each result
    4.10. Targets for key performance measures
    4.11. Strategies for each goal
    4.12. Budget that supports the plan
    4.13. Information on capital projects
  5. As necessary for measuring performance, the Division will conduct surveys of staff, students, parents, and community members.
  6. The Three-Year Education Plan is to be updated and placed on the Division web site by May 31 each year. The complete plan is to be on file and available for Alberta Education monitoring and public review. Stakeholders shall be provided with copies.
